SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Eton Dorney Enhancement Works.

Main site or location of works: Dorney Lake Rowing Centre at Eton
College(Eton Dorney).

II.1.5) Short description of the contract or purchase(s): London 2012
Olympic and Paralympic Games -Eton College, Dorney Rowing Lake Enhancement
(Contract Number: OTS2.8760).
The existing Dorney Rowing Lake will provide a venue to host the London
2012 Olympic and Paralympic Games rowing and flat kayaking competitions.
The venue is also used for a variety of other purposes, including
traditional triathlon, dragon boating, conferences, corporate and private
hospitality and community leisure use.
Enhancement works are required to enable Eton College Rowing Centre to
host the Games and are to be completed in two seperate phases, the first
of which is covered by this Contract Notice.
This first phase of works is anticipated to comprise some or all of (but
is not limited to) the following works:
1. New Bridge Installation - installation of a new bridge of 50m span
capable of carrying two way vehicular traffic and segregated pedestrian
traffic.
2. 600 metre Cut-Through and New Bridge - formation of new cut through at
600 metres along the rowing course; and installation of new bridge (to
match existing bridges).
3.South Section Droveway - upgrade of existing gravel/stone 'Droveway'
road to facilitate construction works.
4. Maintenance of the installations upto and including the Games.

employees of the Contractor arising out of and in the course of their
employment in connection with this Contract with the greater of the amount
required by the applicable law and The amount stated in the contract Data
for any one event. This insurance should Include an Indemnity to Principal
clause and Waiver of subrogation in favour of the employer, the Project
Manager and LOCOG;
— Motor Vehicle. Third party liability in respect of all vehicles used on
public highways, site access roads or in any circumstances requiring
insurance under the road Traffic Acts with minimum amount of cover as
required by law;
— Hull and Machinery insurance for an amount not less than the replacement
value of the vessel, and Protection and Indemnity insurance for an amount
not less than GBP5,000,000 for each and every occurrence;
— Other insurances required by law.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Information for evaluation required
from Applicants will be described in the Pre-Qualification Questionnaire

Applicants will be required to comply with the Contracting Authority's
policies, strategies and standards.
Minimum level(s) of standards possibly required: Minimum technical
criteria requested are:
1. Providers will be required to demonstrate adequate organisational and
Operational structures for this project.
2) Provide three recent case studies that respond to the criteria in the
PQQ
which address:
a. Delivery of engineering works in a river or marine environment.
b. Ability to extend and evolve inherited design solutions to add value to
a project.
c. How the project accommodated environmentally-sensitive considerations.
d. Demonstrate experience of working on live facilities with examples of
how the design and construction process was modified to minimise impact on
the existing operations.
e. Evidence of working in close proximity to other contractors and
suppliers.
f. Evidence of working with Applicants' proposed supply chain.
3) Confirm that the Applicant is a member of a relevant professional body
or trade
association.
4) Confirm that the Applicant has a health and safety policy that meets
the
minimum standard set out in the PQQ.
5) Applicants will be required to demonstrate that they will be able to
comply

as set out in the PQQ in respect of the Applicant's technical ability to
deliver the Contracting Authority's requirements.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for

calendar day standstill.

communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the Contracting Authority before the contract

the award decision to request additional debriefing and that information
has to be provided a minimum of three working days before the expiry of
the standstill period. Such additional information should be required from
the addressee in section I.1.
If an appeal regarding the award of the contract has not been successfully
resolved, the Public Contracts Regulations 2006 (SI 2006 No. 5) provide
for Aggrieved parties who have been harmed or are at risk of harm by a
breach of the Rules to take action in the High Court (England, Wales and
Northern Ireland). Any such action must be brought promptly (generally
within three months). Where a Contract has not been entered into, the
Court may order the setting aside of the Award decision or order the
authority to amend any document and may award damages if the contract has
been entered into the Court may only award damages. The Purpose of the
standstill period referred to above is to allow parties to apply to the
Courts to set aside the award decision before the contract is entered
into.
