II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Provision of Medical Advice to the Civil Service Pension, Injury, Benefit
and Compensation Schemes.

advice to the Civil Service Pension Scheme, which covers 600 000 active
members in government departments and agencies. The main areas of work are
considering whether cases meet the criteria for ill-health retirement and
whether injuries qualify for benefits.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The number of referrals to the scheme
medical advisor is currently in the region of 3 000 a year for ill-health
retirement and 1 500 to 2 000 a year for injury benefits.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 48 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: No deposits are required but
guarantees may be required at a later date.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: No special legal form is required but
group bidders will be required to become jointly and severally responsible
for the performance of the contract.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Potential
service providers should provide with their applications the following
information concerning themselves:— a statement that none of the
circumstances described in Article 29 (a)-(g) of Directive 92/50/EC
applies to the service provider, and — details of experience in providing
the type of service specified above. A briefing pack will be dispatched on
which will include a request for information which must be submitted by
organisations interested in proceeding with the competition. This will
include: — a statement of annual turnover for the last 3 financial years,
— audited accounts for the last 3 years; and — the number of people
employed by your organisation and locations you operate in.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Potential service
providers will be requested to complete a financial appraisal
questionnaire to demonstrate financial stability.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Experience of the tenderer, including
the scale, type and basis of services currently supplied. The
qualifications and levels of experience of the proposed management and
staff will be required.
Minimum level(s) of standards possibly required: All advice under the
contract is to be given by medical doctors.

Medical advice must be provided by Occupational Health professionals who
are, at a minimum, Associates of the Faculty of Occupational Medicine.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged number of operators 5
Objective criteria for choosing the limited number of candidates:
Tenderers will be asked to complete a Pre Qualification Questionnaire to
evaluate their suitability for invitation to tender. The PQQ will be
evaluated using the criteria and marking system detailed below. The
tenderers ability to: — supply high quality medical advice from
occupational health professionals in a cost efficient manner (20 marks), —
work with, but independent from, individual employer’s occupational health
advisers (10 marks), — deliver a consistent service nationwide (10 marks),
— provide excellent administrative and management support (10 marks), and
— meet demanding service standards and provide excellent customer service
(10 marks).
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

standstill period when the information on the award of the contract is
communicated to the tenderers. This period allows unsuccessful tenderers
to seek any further debriefing from the contracting authority before the
contract is entered into.
