II.1.5) Short description of the contract or purchase(s): The successful
service providers will be responsible for recruiting adult learners for
courses run by SERC, advertising and promotion of courses within a
Contract Area, advising and supporting adult learners on what may be the
most appropriate courses. In addition, service providers will work with
SERC to minimise drop out rates through provision of learning support
services. The services to be provided are placement services of personnel,
recruitment services, supply services of personnel, advertising and
marketing services, advertising services, administration services and
administrative educational services.

contract areas as defined in the contract documents. The contract will be
for a period of 12 months with an option to extend for 2 periods of 1 year
each.
Estimated value excluding VAT: 1 290 000 GBP.

Description of these options: The Contracting Authority will have the
option to extend for a further 2 periods of 1 year each at the discretion
of the contracting authority.

learners with essential skills needs within the last 3 years?.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Contracting Authority will incorporate a 10 calendar
day standstill period between the communication of the award decision to
all tenderers and contract conclusion. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of award decision to request additional debriefing and that
information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
required from the point of contact at Section I.1 above. If an appeal for
an award of contract has not been successfully resolved the Public
Contracts Regulations 2006 (SI 2006 no 5) provide for aggrieved parties
who have been harmed to take action in the High Court of Northern Ireland.
