Newgrove Housing Association Ltd invites expressions of interest to
develop 0,38 hectare site in Limerick city to provide a 3 storey 947 m²
Resource Centre and a terrace of 22 residential units comprising 1 and 2
bedroom apartments, studio apartments and 2 houses (1 840 m²). The site
will include landscaped gardens and car parking.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Rehab Group and Newgrove Housing
Association Ltd proposes to develop 0,38 hectare site in Limerick city to
provide a 3 storey 947 m² resource centre and a terrace of 22 residential
units comprising 1 and 2 bedroom apartments, studio apartments and 2
houses (1 840 m²). The site will include landscaped gardens and car
parking.
Total area of the development covers approximately 2 800m².
Main contractors interested in applying for the tender list for this
development will be required to nominate mechanical, electrical, lift,
glazing and fall arrest specialists and any subcontractors they propose to
use for a substantial portion of the work as part of their application.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be agreed with
the successful tenderer.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: A grouping, if successful, may be
required to contract as a single entity having joint and several liability
but subject to the agreement of the contracting parties.

contract is subject: Yes.
Interested candidates are advised that the this contract will be awarded
on the basis of the Public Works Contracts for Building Works Designed by
the Employer issued by the Irish Department of Finance.
Candidates should note that this contract provides for a fixed-price lump
sum for a defined scope of work.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 6. Maximum number: 7
Objective criteria for choosing the limited number of candidates: Upon
receipt of expressions of interest for the whole application (main
contractor, specialists and proposed subcontractors), candidates will be
evaluated in respect of the pass/fail criteria as well as
financial/economic/technical criteria and rules as stated in this
Questionnaire.
Responses will be evaluated and scored and the top 6-7 scoring candidates
(subject to the quality and number of applications received) which also
meet the minimum criteria and rules for selection will be invited to
tender for the development.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.
IV.2.2) An electronic auction will be used: No.
IV.3) ADMINISTRATIVE INFORMATION
IV.3.3) Conditions for obtaining specifications and additional documents

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: a) Interested candidates are advised that
the award of contract will be on the basis of the "Public Works Contracts
for Building Works Designed by the Employer " contract issued by the Irish
Department of Finance. Candidates should note that this contract provides
for a fixed price lump sum for a defined scope of work.
b) The contracting authorities will not be responsible for any costs,
charges or expenses incurred by candidates or tenderers.
c) Contract award will be subject to the approval of the competent
authorities.
d) This is the sole call for competition for these works.
e) Candidates should indicate whether any of the information provided by
them in the course of this award procedure is to be treated as sensitive
commercial information which should remain confidential.
f) The successful tenderer(s) will be required to furnish a valid C2 tax
certificate from the Irish Revenue Commissioners.
g) Contract award may be subject to clarification meeting and/or site
visits.
h) This contract will be subject to Department of Environment funding and
approval.
