Provision of printing and issuing of postal ballot packs and printing of
ordinary ballot papers for the next General and European Elections.

election dates are unknown it is intended that this contract will service
the next General Election (date unknown) and the next European Election
(expected June 2009). This contract will provide for the following; (i)
printing, enveloping and issuing of approximately 107,000 General Election
and 110,400 European Election postal ballot packs (ii) printing of 647,600
General Election and 663,100 European Election ordinary ballot papers;
(iii) printing of 12,400 General Election and 12,670 European Election
tendered ballot papers; (iv) printing of 2, 055 General Election and 2092
European Election large print ballot papers; and (v) printing of 1,105
General Election and 1,142 European Election enlarged hand held ballot
papers for use by a syndicate of councils as follows; — City of Edinburgh,
— East Lothian, — Mid Lothian, — West Lothian, — Scottish Borders.

Precise information on deadline(s) for lodging appeals: The City of
Edinburgh Council will incorporate a minimum of 10 calendar day standstill
period at the point of information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. Such additional information should be required from the
Corporate Procurement Unit, Level 3, Waverley Court, 4 East Market Street,
UK-Edinburgh EH8 8BG. If an appeal regarding the award of contract has not
been successfully resolved, the Public Contracts (Scotland) Regulations
2006 (SSI 2006 No1) provide for aggrieved parties who have been harmed or
are at risk of harm by a breach of the rule to take action in the Sheriff
Court or Court of Session. Any such action must be brought promptly
(generally within 3 months). Where a contract has not been entered into,
the court may only award damages. (The purpose of the standstill period
referred to above is to allow parties to apply to the courts to set aside
the award decision before the contract is entered into).
