is seeking an experienced and qualified strategic development partner
("SDP"). The SDP should have a commitment to high quality and innovative
employment led redevelopment, and will be required to deliver a
comprehensive, mixed-use, commercial and residential regeneration
development. The scheme area comprises approximately 10.44 hectares (25.8
acres) of Brownfield land at a key riverside gateway located 500 m to the
North-West of Sunderland city centre. The site offers the opportunity of a
unique location and setting for new businesses and enterprises which will
attract and sustain new investment and economic activity in Sunderland.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) THIS IS A RECURRENT PROCUREMENT: No.
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.3) ADDITIONAL INFORMATION: One North-East is the contracting
authority. Sunderland arc is the Urban Regeneration Company (URC) to
Sunderland and is managing the procurement process. There are 4 key public
sector partners involved in the transaction whose relationship is governed
by a joint venture agreement being One North-East, English Partnerships,
the City of Sunderland Council and Sunderland arc (the "Partners"). The
Partners are in negotiations with the current owner of the former Vaux
brewery site comprising 6.07 hectares of the scheme area (“the Site”) to
acquire the land. In the event that negotiations do not reach a
satisfactory conclusion, the site will be acquired using One North-East’s
compulsory purchase powers. The successful bidder will support the
progress of the CPO if this proves necessary. The site is included in the
City of Sunderland Council's Unitary Development Plan. The site should be
considered as a single development site to ensure a comprehensive
approach. The site is in an elevated position on the south bank of the
River Wear and the Partners would like to see Sunderland city centre
reconnected with the river. It important to the Partners that tenderers
carefully consider the phasing of the development to enable employment
uses to be bought forward at the earliest opportunity. It is anticipated
that the development of the site will include the following uses: offices;
residential; ancillary retail and leisure use; civic buildings including a
potential new Justice Centre; and public space. A brochure and
pre-qualification questionnaire (which interested tenderers should
complete and return by 16 October 2008 of this notice to the contact point
at GVA Grimley) are available through the contact point at GVA Grimley
named in this notice. One North-East reserves the right to change without
notice the procedure for awarding the contract, to reject any or all bids
for the contract, to terminate discussions with any or all interested
tenderers and/or to stop the process and not award a contract at any time
without any liability on its part. One North-East is not liable for any
costs incurred by those expressing an interest or tendering for this
contract opportunity. The Partners will be hosting a launch scheme at
14:00 on Wednesday 24th September at the Stadium of Light in Sunderland.
The main purpose of the event is to increase awareness of the site and the
opportunity, and introduce the Pre-Qualification Questionnaire. The venue
will overlook the development site, providing the opportunity for
developers to consider the site in the context of the city centre and
wider area. Each of the Partners will be represented at the event both to
introduce the opportunity in more detail and to demonstrate the level of
support that the project has in moving forward. The full evaluation team
will also be present at the event to provide more detailed briefings on
the site’s context and Competitive Dialogue process should this be
required. A brochure providing further information and a Pre-Qualification
Questionnaire will be available at the event for developers to take away
with them. The presence of the full evaluation team will enable a more
technical introduction to completion of the PQQ should this be required.
