SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Contract for the provison of community justice integrated service – Drug
rehabilitation requirement. Criminal justice intervention team (DIP-DRR).
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category: No 11.
Main place of performance: Various locations within the North West Police
Region.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The aims of the
CJIS-DRR provision are:
a. To provide integrated care for drug misusers identified for assessment
for, and subject to, a DRR, within local agreed protocols.
b. To provide information to Offender Managers and courts to evidence
compliance with this element of the order, or to support enforcement of
the order.
c. To break the destructive cycle of drugs, offending and prison.
d. To increase the proportion of individuals successfully completing
treatment programmes by providing end-to-end care co-ordination through
sentence.
e. To engage and involve clients in a range of services according to their
identified need and risk; and facilitate their involvement in these by
means of tailored joint care planning.
f. To reduce drug related offending and improve health and social
functioning by achieving a step-change increase in the numbers of drug
misusers who access treatment rapidly and remain within it.
g. The service will be provided in partnership with the North Wales
Probation Area and is intended to deliver specialist substance misuse
treatment services for the duration of the order.
h. To provide a range of treatment options.
i. To encourage the active involvement of service users and volunteers.
j. To promote, develop and deliver effective services to non-opioid users.
k. To ensure equality of access across North Wales, taking into
consideration the diverse nature of the demographics and geography
locally.
l. To provide risk assessments around clinical issues and to contribute to
DRR risk assessment where appropriate.
m. To work in partnership with North Wales Probation Area to make sure
service users are care co-ordinated.
n. To support access to statutory prescribing for the duration of the
order, and provide continuity of care when leaving the order in a planned
or unplanned manner.
n. To ensure that service users are able to access a safe environment for
the consumption of substitute medications. The costs associated with this
provision must be met by the providing organisation.
o. Reduce risks, including HIV, HBV and HCV and other blood borne
infections including access to pre and post test counselling, screening
and vaccination against BBV’s.
