   6.1 Eligibility

- Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", version October 2019, available online on AFD’s website: http://www.afd.fr.
- The Applicant commits to be listed on the eGP of the Government before approving the Applicant selection result; or providing the Applicant's registration number on the eGP of the Government of Vietnam (in case it has been registered) (refer to Point 1(d), Article 5 – Conditions of Contractors for the Law on Bidding No. 22/2023/QH15 dated June 23, 2023 of the National Assembly).
- The foreign Applicant commits to enter into a joint venture with a local consultant or use a local subconsultant(s), unless the local consultant is incapable of handling in any part of the services of the bidding package. (refer to Point 1(i), Article 5 – Conditions of Contractors for the Law on Bidding No. 22/2023/QH15 dated June 23, 2023, of the National Assembly). In case of a joint venture with local consultant, the foreign Applicant shall submit supporting documents as prescribed in Section 5.1 above.
- Effectiveness of the Expressions of Interest.
6.2 Capability, experience of Applicant
Determination of the similarity of the experiences will be based on completed Service Contracts with a completion acceptance date within the last seven (07) years from 2024:
- This includes assisting in the selection of consultant/contractors and supervising consultancy and project management service contracts funded by AFD, KFW, ADB or other bilateral and multilateral development banks; as well as developing urban rail system standards, developing capacity, and forming a document and data management system funded by any source.
- Technical area and expertise - Includes bidding/procurement support for consultant/contractor selection, project management/project execution management support or schedule/cost/contract management, railway standards and technology, training and capacity development, formation of document and data management systems.
- The Applicant's knowledge of the AFD's regulations and requirements on bidding and management and settlement of non-refundable ODA capital.
- Location of the project/contract.
- Applicant’s Expressions of Interest shall be evaluated and scored according to the Evaluation Criteria (details as in Appendix 2).
