   In order to submit an offer, the BIDDER is expected to meet all the following criteria.
- Be an expert in livestock vaccine production and distribution and/or a livestock vaccine production lab or center accredited by its country competent authorities.
- Capacity to conduct frequent missions to Malawi, up to 3 to 4 times a year.
- Capacity to organize a high level off-site exchange visit in a reputable I-2 vaccine production center in Africa.
- Expertise and proven previous experience in implementing the type of work described in this ToR, including training lab technicians in Malawi.
- Ability to carry out all the work with limited subcontracting. Any proposal to delegate part of the work must be explicitly mentioned in the BIDDER's proposal.

The criteria for analysing and evaluating bids will be as follows:
1- BIDDER and their team members’ experience, knowledge of contexts, command of English and sectoral expertise in the required themes (40%)
2- Understanding of the terms of reference and the challenges of the assignment (40%)
- Quality and relevance of the proposed intervention method as a whole, including the relevancy of the proposed intervention schedule (20%)
- Methods of support and capacity-building to DAHLD, including time dedicated for support and delivery (man-day per activity) (20%)
3- Proposed budget (20%)
